1968 Questions on restoration

Hi,

I'm hoping to use this thread to ask questions about how to put my car back together. I took it apart years ago, didn't take pictures and the marker faded on the labeling I did for the bolts. And of course I don't remember how most of it goes together.

What are these fasteners called and how do they go in? It seems they are loose no matter which way I put them in.

That is a stone deflector mounting bolt.
If I remember correctly the 4 prongs stay above the deflector, and the rest is below.
The side wings go through the slots then you turn the bolt to lock it.
