Looks like a 'blow-glow & go' paint job. The hood T/S harness is painted red, looks like overspray on the hood hinges, and the fender bolts are a nice red also. :-(
I'd bet the toggle switch is in place of the A/C control switch that's mounted behind the dash. :-(

One of the seller's photos shows a red wire running from the battery terminal of the started solenoid, looking like it is routed to/thru the firewall. I would think its going to the A/C toggle switch Arlie highlighted, substituting the A/C Control Switch- which is kinda like the Master switch for the A/C. The A/C Control switch is accessible by removing the instrument cluster.

There is also a green wire running along the other side of the engine compartment, probably leading to the AC compressor.
Red wire from the battery to the toggle switch, green wire from the switch to the compressor?
