Probably had the rear quarters replaced without the markers.

I've never seen a washer/spacer like this. In fact the entire setup looks weird.
Is this a T-code thing?

That is a 1967 Mercury Cougar articulated strut rod.

One year only. Did it end up being a bad idea? I see what Ford was trying to do but when that bushing wears handling is going to get squirrelly.
