1968 Shifter 4 speed top loader

Does anyone know are there spacers or washers. Between the shifter and the shifter bracket. Were it mounts to the transmission on a 4 speed top loader, or do you just use the shoulder bolts.

The Ford parts manual shows a washer on top of the rubber grommet. I'll do a little more research and see if I can find out why type of washer it is.

I can't figure out what type of washer it is but it's part number 356590 (XX-171).
