1968 Oval air cleaner question

In recently purchased an oval air cleaner and noticed it came with a black spacer that was inside the air cleaner. Is the spacer really meant to be installed because It looms like it butts up and seals against the cover, which would restrict the airflow.

I believe that would go between the carburetor and the air cleaner, to raise it up if needed to clear an HEI distributor.

Thanks! Since the packaging had it inside the filter, it had me scratching my head! ha!
