Nope, that is the hex screw that holds the splash shield.

It looks like someone unrolled a tin can at screwed it to the inner fender.

Now I am not sure what that is. A buck tag would typically be mounted beside the hood hinge with a Phillps head screw. When I first saw it, I thought was a damaged cowl brace. We need a better picture.
