I may be wrong, but I would venture to say that that special is a dealer made special. Notice the add says only at Shelton Ford.

May be he couldn't get a GT/CS so they mocked a few up, changed the name to California Mod Mustang and Bingo, a new special is born.

My thoughts exactly. Looks like a individual dealer promo to me with cheap add- ons to entice the public.
