Here’s the response from the owner. No. It is missing. I have a bill of sale form from the DOL saying it can not be found in their archives. They told me that the buyer could use it to get a title but it is a process.

Good point. I sent the owner a message asking about the title. After running the numbers I'm not interested in the car. Too much bodywork for me, but I'll be happy to discuss it with anyone who may be interested.
