I see only one washer. There is really no place for another one to go.

When I restored my car it had two washers for one light but I forgot how they went. If I had my car here I would check but I don't.

Might the second square washer go between the stone guard and the lower grille panel to keep the panel from deforming as the bolt is tightened?

Just a footnote. The Marchal recall may have only been on cars delivered to California State. I have talked to an original owner here in BC, and he never goy a notice. Still runs the Marchals too! Anyone have more info on the recall?
