1968 Hood Retainers

I need your help.

The washers that sit on the hood were held on by Epoxy Glue. One came undone and luckily no real damage to speak of was done to the paint on my hood. What is supposed to be used to hold the washers down securely on the hood?

I do not want to screw the washers down and I do not want this to happen again.

I just used clear silicone. I also glued a fender washer to the underside of the hood to keep the hood pins from wandering off when I wasn't paying attention.

I used double-stick tape on one and RTV on the other. Both methods seem to work fine.
