A laser will work on 3D surfaces if the laser is shooting a level line that is level with the laser. In other words a laser won't work on a 3D surface if it is angled up or down.

Very, very, very unlikely. In fact, I'd be willing to go out on a limb and say almost impossible. The tunnel is incredibly strong and a little welding isn't going to warp it.
