I believe that the 302-4V was the smallest engine allowable with the GT option.

That's true you had to get a 302 or larger engine to get the GT option.

The GT option was not available with a 289 in 1968 (or a 6 cylinder for that matter).

Also this was the case for all 1968 Mustangs, not just California Specials.
