1968 Engine Identification

Any ideas what this engine is? Since it’s cast with “395”could it be an M400? Could it be a Mexican block?
Does the date cast say June 29, 1970?
This thing is weird!!

It doesn't have the correct water passage at the front for the C/M series engines that I've seen, so I don't think it's a 400M. What is the bore diameter? If you could give the bore and main bearing diameters, it should be easier to track down. It may be a Mercury boat motor as well. Their engines are a little different.

Isn't that the "hecho en mexico" emblem cast right in the lifter valley?

Don't know it size or application from the information posted nor do I know much about all the engines cast down there decades ago

I think it is, but can’t quite tell. This isn’t my engine, I’m trying to identify it for someone online. Being a Mexican block would explain why nothing seems familiar.
