Can you verify heater controls are OFF?
Is this an A/C car? (Lots of vacuum switches if so)

There are many holes in the fire wall that have large "grommets" that can be totally gone. Especially the throttle, clutch, and brake rods. Can let in tons of engine heat.

I'll have to check out the operation of the non A/C config on my convert. What controls/activates heater operation? Sounds like yours is ON all the time.

Those controls are all cable operated so check to see that moving the heater control knobs move the corresponding items on the heater box. Sometimes the cables break or fall off, or the pivots they are operating rust up and stick. If a control pivot is stuck usually all it takes is to remove the cable and move the pivot by hand a few times to loosen it.

The far left control is the "heat" control lever. With the vent door open on right side under the glove box door near the kick panel, you should be able to see a flap move. In the up or "off" position of this control the opening in the vent door should be wide open and outside air (cold where I live) should come in when the car is moving. Move this control down and into the "on" position and the right vent door opening will now be covered by a flap that directs the outside air into the heater core area.

You should be able to watch this flap open and close as you move the heat lever up and down.
