That there is whatcha call a "prodraxial dehumidifier"
What that son of a gun does is keeps your thumblicker from contacting the silicon control wave rectifier.

I have seen the underside on many Mustangs "back in the day" and I have never seen an item like the one shown in your picture. Looks like someone forgot to remove a piece of "something" before installing the transmission.
