If you stay with 14" wheels and a tire size of 215-70R/14 I think your RWL tire options are BF Goodrich radial T/As, and Cooper Cobras. A 215-65R/15 is a good alternative.

If the grille was changed it's possible the hood was also replaced. The best way to tell is to open it and look at the holes that were drilled for the hood locks. The underside holes should be huge.

Here's a photo of my J-code that shows how close the master cylinder is to the shock tower. Installing it without scratching the shock tower is a bit of an adventure.

The 'weld' you're seeing may be the rubber grommet that goes through the hole in the trim piece.
