To expand a little on Neil's point, check to make sure the connector at the back of the tank is attached and isn't shorting out. This connector gets old and crusty and tends to break inside its boot.

Remove the cap at idle (before it pressurizes) and see if the water is flowing, and see if the water in the radiator is hot.

For engine compartment paint I like SEM Low Gloss Black Trim paint. It looks good and is easy to match and blend later.
