The clips are part of the whole backing metal backing plate for the pad.

Mine is mounted immediately to the right of the fog light switch. It is the same one that West Coast Classic Cougar has. The dash has the two holes for it. One for the bolt and the other one for the tab that keeps the bracket straight.

Not sure why you think the tires would be too big. Height? Width? Circumference? Or, just appearance?

I want to have my center A/C outlet re-chromed as it has a little pitting. Does anyone know what the trick is to get the louvers out of the housing without risk of harming them? Do they exit from the rear or from the front of the housing? Thanks. Dave
